Since Ramadan or Eid is celebrated upon sighting of the new moon the new moon rises in the west and is only visible for a few minutes before setting again. This is due to the movement of the Earth.
Therefore people in Saudi Arabia which is in the west of India can see the moon before it sets and India can see it the next day.
As the moon keeps on waxing it keeps on moving to the east, hence we see the full moon rising from the East and then again it keeps waning and moving back to the west until there is no moon night. The next day the new moon appears again in the west.
